In September 2006, an agreement was reached to settle the class action Martin v. Strickland law suit, originally filed in 1989 by the Ohio Legal Rights Service on behalf of institutionalized citizens with disabilities, which mandated the expansion of community residential services. By March 2007 the court concluded that new residential services would be offered conditional upon funding approval in Ohio’s 2008-2009 biennial budget.

The Settlement has been finalized with the issuance of 1,500 Individual Option (IO) Medicaid waiver slots for invidividuals living in Developmental Centers, ICF/MRs or nursing homes. These slots will provide for the care and necessary housing modifications to enable people with mental retardation and developmental disabilities to live successfully in a home of their choice in the community. One hundred and sixty-three of the 1,500 slots are being granted to Cuyahoga County. Funding for the settlement will be provided through both the public and private sectors.

The Cuyahoga County Board of Mental Retardation and Developmental Disabilities (CCBMRDD) has asked North Coast Community Homes (NCCH) to develop 6 new properties within the county as quickly as possible to house a total of 24 individuals. The new homes will be one-story homes as our new tenants are expected to be individuals with mobility impairments. Special home modifications will be made to enable safe and comfortable use of wheelchairs and walkers.
