Mental Health Parity Bill
Senator Robert F. Spada, of the 24th District of the Ohio Legislature, spearheaded the introduction and passage of the Mental Health Parity Bill, S.B.116.
This significant bill prohibits discrimination in group health care policies, contracts and agreements in the coverage provided for the diagnosis, care and treatment of biologically based mental illness. It excludes the larger, self-insured plans covered under the federal ERISA statute and not subject to state insurance regulations. In addition, the bill also allows small businesses to opt out of the requirement if their costs exceed 1%.
During the signing ceremony of this bill on December 29th, 2006, Senator Bob Spada said that he thought this was the most important piece of legislation to pass the General Assembly during his tenure with the Senate. Senator Spada also recognized his colleague and sponsor of the House version of the bill, Jon Peterson.
